HeresMyAccount: Well I fixed it. I had to unplug the SpaceMouse and then it immediately recognized the XBox controller! How dumb is that? Why would that interfere? Especially considering that it doesn't for any other game, just by being plugged in, but not actually used.
Device priority. Especially if both are of the "Human interface device" class.
Oh, so it only shows the highest two priorities on the list? That's weird.

...The minutia of device handling in Windows is connected to a bunch of legacy nonsense I do not feel like explaining; but there's a non-zero chance they've got conflicting addresses or such.
